Honglei Li
李 洪雷

LI Honglei is an Associate Professor of Institute of Law, Chinese Academy of Social Sciences (CASS). His main research interests include comparative administrative law, local government law, urban law, and government regulation.

Professor Li joined the Institute of Law, CASS in 2003. Since then, he has served as a board member on China Association of Constitutional Law, a member of China Association of Administrative Law, and a member of Experts Panel on the Amendment of Coal Law, National Energy Bureau.

Professor Li is a Research fellow of several institutions including the Research Center for Soft Law of the Peking University Law School, the Research Center for Constitutional and Administrative Law of Renmin University of China, the Research Center for Administrative Reform and Administrative Organization Law of China University of Political Science and Law, the Research Center for Administrative Law and Local Government Law of Minzu University of China, and China Food Safety Law Research Center of China Association of Law.

Professor Li has also went to the following institutions as a visiting scholar: Columbia University as an Edwards Fellow visiting scholar (9.2010-6.2011), Emory Law School as visiting scholar (2.2009-8.2009), and London School of Economics and Political Science (2.2007-5.2007)

His other services and experiences include the following: 9.1993-7.1997, bachelor candidate for jurisprudence at Faculty of Law, China University of Political Sciences and Law; 4.1999-8.1999, Justice Assistant at the Administrative Tribunal of the Supreme People’s Court of PRC; 9.1997-7.2000, master candidate for constitutional and administrative law at Graduate School, China University of Political Sciences and Law; 9.2000-7.2003, doctoral candidate for constitutional and administrative law at Peking University Law School, Editor of Peking University Law Review Editor of Administrative Law Review; 6.2004-6.2005, full time expert advisor to the Commission of Legislative Affairs, National People’s Congress (temporarily transfer).
