Professor Lee teaches administrative law, environmental law and local government law etc. as a faculty member of the School of Law, Korea University. Before she came to Korea University in 2009, she taught as assistant professor at the College of Law, Dongguk University (2005-2007) and Hanyang University (2007-2008) in Seoul.

Prof. Lee received her Bachelor of Law, Master of Law, and Ph. D. at Law from Seoul National University, with the dissertation paper “Rule of Law and Alternative Dispute Resolutions in Administrative Law.” She received her LL. M. degree from the Georgetown University Law Center (1998) and was admitted as a Member of New York State Bar Association in January 1999.

Her major research areas include administrative litigations, communications law including telecommunication, broadcasting, internet and spectrum, and dispute resolutions in administrative areas. Since 2005, she has been writing articles on and serving as a legal adviser in government policy-making in communications law. Her latest academic interests are theoretical analysis of legal decision-making process, approach to law as a social system, legal sociological analysis of traditional administrative law dogma, legal reasoning, etc.

She was a member of the Committee of Amending Administrative Litigation Act under the Department of Justice in 2007 and 2012. At present, she has served as a Commissioner of Anti-Corruption & Civil Rights Commission since May 2011, Committee on Authoritative Interpretation of Law and Regulation at the Ministry of Government Legislation since 2007, the Broadcasting Evaluation Committee at the Korea Communications Commission since 2010, and the Regulatory Reform Committee of the Department of Justice since October 2009.

Her recent articles include “The Legal Nature of Spectrum Use Right – Regulation, Expectation, Right and Property Right (2011, Administrative Law Journal, vol. 30)”, “Reasonable Discrimination in the Access to Network (2011, Journal of Law & Economic Regulation, vol. 4, no.1)”, “Reform of Enforcement Procedure of the Korea Communications Commission: transplant of adversary structure at inquisitorial procedure (2010, Journal of Law & Economic Regulation, vol. 3, no.1),” “The Critical Reconstruction of the legal effect of Administrative Rule-making, (2009, Administrative Law Journal, Vol. 25),” “The Legal Nature and Function of the Dispute Resolution Procedure of the Korea Communications Commission, Administrative Law (2009, Administrative Law Journal, Vol. 24),” “A Functional Approach to the Cease and Desist Order in the Ex-post Regulation, (2008, Journal of the Economic Regulation and Law, Vol. 1 No. 2).
